I have the same case. Security not started. Today IRCC told me that perhaps Security has started but it is not flagged in the system (but for me it can mean that also didn't start at all). If I may ask how did you find which office is proceeding your case?

I was able to successfully change it! When you are on CIC account, select the link to procced with application (the one next to the decline link) and you should see on top of the page 'Modify Family Information' button.
