I called and they said my file is in Abu Dhabi. I sent multiple webform but they didn't give a response. Not a reply to even a single one of them. I am mentally tensed and disturbed now.

I don't think it matters as even if it wasn't Ramadan i have been waiting from 8.5 months and still no bvl or decision.

I am using www.thegcmsonline.com. it costs around 8 to 10 dollars approx and they take 30 days.

Yes I did send it and still waiting its been 8 months xD I ordered another gcms noted which came in today and final decision is still empty :)
