    Nope rules have changed, you can get OHIP from day one, provided you can show them a proof of address. They will give you your OHIP number right away and mail the card in a couple of weeks. Just take your passport, CoPR and address proof to Service Ontario.

    Have your vaccine card/document ready too, they will check it at the Delhi airport, no covid test of any kind needed. You declare your goods at the airport, but have the lists (2 copies of each) ready before you arrive. They only care about goods to follow list really, if you have one.

The Service Canada person also asked me for my old SIN (probably to record it against my new SIN on their system, maybe to track taxes and stuff).     Basically an email requesting (begging?) them to finalize the application in 30 days by saying that the time taken so far has far exceeded the promised service standard of 6 months.

    Is it a "Procedural Fairness letter" or a regular document request? In any case, I would strongly suggest booking a consultation with a Canadian immigration lawyer and drafting a response with their help, you shouldn't take any risks with these kind of requests.
