I think it means IRCC has sent the package to VFS in Ghana, who will then send to Lagos

No, I'm picking up from VFS. But I believe they send it to the Nigerian return address you gave them.

Sigh That's the worst part - no communication. So we're left to assume all sorts. Did you add a baby/dependent by any chance? I noticed a trend with a few applicants that did (including myself) who sent in Feb and are still waiting. In my case I added about a month before the ppr email came...

I've been waiting 5 weeks in total now since I submitted at VFS lagos on Feb 7. Envelope got to IRCC Ghana Feb 23 and no update since then.
