I did submit application using IRCC new portal, but I also faced similar issue for few days, saying your file may not have been in system when trying to login/register in tracker.

They asked me to just present PR card and other ID for example driving license. If you have PR card (even expired), they don't ask for CoPR, but it is wise to keep it handy in case they ask.
