Apparently this daily limit is a new thing. I finally managed to finish my application today after trying for 3 days. Look around (not at 8.15) to figure out how you can get to the payment page with the least number of clicks. Then log in just before 8:15 and be on the right page :)

Yeah, I had the exact same experience! Hopefully will finish it off tomorrow. Please post an update here when your application progresses over the next few weeks, since we are submitting more or less at the same time.
