in order to get OHIP card, you need COPR, ID proof (passport will do) and Address proof. The address proof is the problem. Bank statement is accepted as address proof , but once you open a bank account, it will take a month for the statement. So you are looking at minimum wait of 1 month...

for my MIL file, i got PPR in a week (applicant outside canada) after the pre-service arrival for my parents, after i got pre service arrival, i also got a request for pcc , which took us 1.5 months to fulfill .. and then two more weeks later, got the PR approval letter (applicant in-canada)

i would say that its the best approach . i feel ircc is slow in cases like this where there is back and forth that is not initiated by them. Now, with the PPR in hand, the ball is in your court and situation is in your control. If you let the 30 days pass, then the situation goes in IRCC control...
