    No, you can't. I asked for a refund and they told me that refund is not available if application is refused due to insufficient points(CIO stage). In addition, my NER letter didn't contain refund part either.

    Perhaps he didn't provide strong enough proof for the covering letter, for example some of the colleagues signed the letter rather than hr related person. Lately, CIO has become quite picky about this. Tomjoseph, any input on this?

    Actually, you have 12 months starting from medical to land in Canada. Very inconvenient given that one can get visa 10-11 months after the medical. I read on this forum about such cases.

    I would say something around band 7, although you should avoid writing such long introducing sentences. Florals has given an excellent example.
