I plan on going to university for fall 2021 intake. But there are tons of posts here whose study permit applications have not been processed for current intakes. Will it be the same for future intakes or will it get normal like before covid?

I looked at UOttawa but the information is quite confusing, does it have compulsory thesis/research or I can avoid it? If its not compulsory, then I may think about applying there.

Then I have to avoid UVictoria and UManitoba as I don't wanna waste money on fruitless applications. I was gonna apply to University to Calgary but their GRE requirements for verbal and AWA are very high so had to avoid it. Can you suggest 2 public universities other than what I have written...
