Yes with a work permit you will be eligible for child benefit after 18 months. and at the end of each year you have to file your taxes. no matter if you've been in Canada the whole year or only one week of it.

Our case is 36 months in July. As I predicted before, I will be one month away from PR for ever

I was asked 6 times. 1- forms, passports and military + medical 2- police certificate 3- business plan and proof of fund 4- business progress and tax returns 5- business bank statements 6- child’s documents 1-2 month between each ADR.

You can check other people's timelines here. My medical was passed on Feb 8 and received pre arrival letter on June 23rd. Still waiting for PR. I was asked for multiple additional documents. So I think it took long for me.

Yes it's a good sign. They may ask you more additional documents. If they don't, everything will be very fast from now on.
