You can't do the biometric at the police station. IRCC and RCMP are two different systems. You should call IRCC and tell them the situation. You may try to ask for exemption.

Biometric was exempted for some inland cases due to COVID-19. You'll get a $85 refund once your application is completed. And yes, I got the check from IRCC. I sent mine application on May 2019.
