Dear members, I am a recent graduate of a 3-year Chemical Engineering Technology Diploma from Seneca College. I am having trouble finding a stable full-time job. Can anyone recommend an agency or resource that is willing to assist me in this matter?

Is it necessary to have a job offer before while to PGWP within 90 days of graduation from a post-secondary diploma? There is a section in work permit .pdf document that asks for "Address" under intended location of employment on page 3 of form IMM5710E.
