It does not state one method only, it states may etc to avoid delays, there is a nuanced difference. If an applicant sees that they are ignoring submissions, the best is to do both. Hope this clarifies. I am ok to take delays but not rejection- nitink01

Yes they write that and then below gave both methods stating email is faster method. I did one first email and then two days later uploaded via webform which they acked same day. Better be safe than sorry given the overall experience so far- nitink01
