    Yes, that can happen. Sometimes the principal applicant receives the eCoPR first while the spouse/dependent’s confirmation is processed separately. It doesn’t necessarily mean there is a problem with your spouse’s application. Hopefully her confirmation and eCoPR will come soon.

    For your eldest child, the important date is the age lock-in date for the refugee claim. If the child was 21 years 11 months when the claim was received and was unmarried, they may still qualify as a dependent because the age is locked in at that point. You should send the requested forms again...

    I would be cautious about saying this proves that an officer has already reviewed or acted on the documents. The email confirms receipt and forwarding, not the outcome of the review.

    Don't think you need to panic yet. 41 days after AOR is still relatively early, and applicants don't necessarily receive BILs and other updates in exactly the same order or timeframe.

    It appears to be a document request so IRCC can verify/process the Protected Person PR application. If you don't have the complete RPD decision, BOC or transcript, you should try to obtain copies from your previous refugee-claim records/lawyer rather than sending only the Notice of Decision.

    IRCC's current information doesn't provide a reliable way to predict when an individual applicant will receive P1 or final decision. Hopefully there will be movement soon. The lack of P1 by itself does not necessarily mean there is a problem with the application.
