    Final decision for PR card is when picture and address you submitted at P2 is approved and card goes to printing and mailed out a few days after First final decision is for pr application Second is pr card approval Hope that helps

    You are welcome If status says submitted then wait and keep checking Once you see a final decision. It’s usually mailed out a couple days after FD and then you will see it written below clearly when it’s mailed out
