    If he's never worked in Canada he is not entitled to any CPP. Then, it's calculated on how long you've contributed. CPP Requirements: To get CPP, you must be at least 60 years old and have made at least one valid financial contribution to the plan through work in Canada

    Can you not use the application number and uci # to apply for the TRV? You don't get these numbers if you don't have AOR, I would just apply using those.
