    Has your spouse resided in Canada at all since becoming a PR? (i.e. was she in Canada until 2021?) Was the PR by sponsorship (.e. you sponsored her)? 'You have been cohabitating during this time' - which time? Did you move more or less together? I don't know what 'Situation B' is.

    Sorry, I perhaps did not state explicitly: yes, if you're allowed to enter and not issued the 44(1) report, you can just stay in Canada with an expired card. One does not need a valid PR card to reside in Canada.
