    Are these results from your tracker? I'm curious if your tracker ever showed eligibility started? My tracker shows background verification as "in progress" and eligibility shows as "not started", whereas on the ircc gckey it shows "we are checking your eligibility" and background has "not started".

    Medicals and police certificates (as applicable) are required for non-accompanying family members but in general biometrics are not required. In your case, if a BIL was not issued for them then it isn’t required.

    Can't help you with the Philippines specific questions, but essentially if you are now in Canada and have not returned to Philippines for a duration of more than 6 months (and really better if not at all) then you can apply for the police certificate now.
