Simply write a letter of explanation for your situation and designate your surviving parent as a principal applicant along with uploading the death certificate of deceased parent. Not too sure TBH, however, each year after they finish sending invitations to potential sponsors, a tool becomes available on their web site that allows one to check with original confirmation number whether it got selected or not. There would be similar thing on Aug. 07 as per the web site...- rajpb
