You can withdraw the funds, but you should be able to explain if were questioned during the landing about the funds. Usually, I've never seen this questioning happen with anyone, but in case if it did, you should be very convincing about the fluctuations.- iSaidGoodDay

Yes, updated bank statements from your bank will work. That's usually what most people do. I'll caution you that if you are planning to take entire 23k CAD out of your Indian bank account at some point in this year, you'll have to pay withholding taxes in India (TCS of 20%). You can call IRCC and ask, but I think agents say anything they want sometimes. From what I remember, they have access to almost the same info we do. Hopefully, you won't have to wait for much long.- iSaidGoodDay
