@iSaidGoodDay is correct. The PCC from a country of origin or where you stayed 6 months should be issued after you left that country, if you visited it again, even for one day, you will need a new PCC .
Don't panic. Keep some records that you at least tried to settle in Manitoba, like job hunt, etc.
You are not bound to live in any particular province, you are free as any other Canadian citizen.
You can't be really a chooser here. You are just wasting your time you don't have (10 months is nothing). Jump on the first option you get. Employer option is the least viable
The only caveat is that you can't leave Canada if your closed work permit expires and you still don't have an OWP, otherwise you will lose your maintained status.
