    You age will be locked after a PR application submission. But a sibling must reside in Canada. You can try attach just a PR card, but it's really risky and might not be enough, IRCC may request for more proof like a lease, utility bills, etc.

    You don't need a PR card to apply, eCOPR is enough. You need to show proof of funds: paystubs, job offer, bank customer snapshot will work, not only NOA. Dummy insurance won't work. You can buy insurance with a flexible effective date which you can amend in accordance with your arrival date.
