For what country do you require PCC? If you really cannot get PCC, you just need to explain it with a proof that you tried. I believe in some cases IRCC gives you exemption.- arkhan433

Getting PCC in Singapore is really tricky. First, we need a proof or requirement, it had to be issued by IRCC, second, it is an appeal which may or may not be successful. From what I’ve observed, IRCC was really quickly processing the citizenship applications and all of their focus was on it before elections. Since the elections, they’ve slowed down significantly.
