Apparently, the background check status update was a system glitch after all. A lot of people have reported that their status was changed back to in progress. I checked the data from Jan-Apr , it was taking ~3 months on average from test update to oath letter. I believe May group will get the oaths and ceremonies between Oct-Nov- arkhan433

If you check the data on the google sheet, the slowness started in April before that the processing was much faster.
