Not the case. Once you receive AOR for the PR applicant should be able to get OHIP as long as you will remain in Ontario for the next 5 out of 6 months and 6 months out of the 1st year.
First zero guarantees he will get approved and could take years to get processed. You need to be making other plans to either seek care in home country or pay for care if available in Canada as a foreign national and if you have the funds.
Not sure how you will still get landing faster if you only recently got AIP under H&C. Many are still waiting for landing after receiving AIP last fall.

Way too many refusals. The fact that your brother is now in Canada weakens their application. You are both temporary residents so that also doesn’t help. Would wait until you get PR and consider applying for a supervisa and would suggest an initial visit of 2-3 weeks.
