Special discounts tickets are most likely non refundable. You shouldn't buy them before your Canadian visa is approved because it's not required (as opposed to applying for Schengen visa). -

You can probably keep your US job (ex. in Detroit) while at the same time immigrating to Canada (ex. residence in Windsor). Many people commute from one country to another.- steaky

Having waited so long, you might as well give more patience waiting. Two months ago, someone also told you: to consider withdrawing the application and applying again. Drastic but seems the easiest option if there are no answers. -

Visitor visa rejected for mother in law
Visiting family in itself is already a reason for traveling. Few overseas trips (especially US ones) shows travel history. -
Visitor visa rejected for mother in law
Get a US tourist visa first. After some travels to the US, she will have travel history. It would be easier afterwards. Alternatively, assume you both meet low income cutoff, she could apply for super visa. Birthdays are not good reasons for traveling.
