That is the general category. If you take all forms of H&C applications I believe that is where the 70k comes from and is actually the more important figure because the PR targets are for all forms of H&C not general H&C.
It is a big deal because IRCC will not want to accumulate a large backlog of AIPs so will likely give out AIPs slowly. Also AIPs aren’t guaranteed PRs so if there are reforms technically could be reevaluated. Until you have PR you still have temporary status.
Who knows. Likely not but limit dramatically who can apply and try to categorize application in order to identify quick refusals to reduce processing times. Limit how many times you can apply also a possibility.
Would follow the advice of an immigration lawyer about your relationship status. I would also start the divorce process. This should be a priority and will make your life easier.
Based on others who have received AIP it could realistically take close to a year to land so you should apply for OWP and apply for study permits from your non-Canadian dependents if they are over 4 years old if not apply for visitor records.
Realistically other than AOR most will not hear anything about their 2025 H&C for years unless there are reforms to the system or this is not their first application. You are probably better off following the general thread.
