    Follow the EE categories(and qualify based on them), learn french, try PNPs, etc that's the only way for you to come back. So many outland applicants still get ITAs even in this day and age, so there's always a way.

    She isn't a Canadian PR. One becomes a PR when they are landed here(either virtually, for in-land applicants) or physically(for outland applicants).
