You are confusing rules as it relates to spouses of Canadians vs spouses of foreign workers / international students. It has never been possible for spouses of Canadians to obtain an open work permit without first applying for spousal sponsorship.
The program is only open to Canadian citizens, PRs and protected persons. They would have figured out you do t qualify during background checks and would have withdrawn the offer.

I believe the 415 drop was for CEC. You no longer qualify for the CEC draws. And even if you did, I think the chances of the score going that low in any draw in the forseeable future are nil.
I think French is really your best bet at this point, unless you can somehow secure a closed work...
I would think she would need to take the test while she still has valid status or she won't get the results soon enough to have time to complete the work permit application and restoration.
IMO - She is very short on time and needs to have a back up plan if none of this pans out.
If she hasn't already started learning French then I think it's too late for the plan to secure an LMIA exempt work permit based on knowing French. She should have started last year.

See the details on the IRCC website. It should be easy for you in you have been living together for three years and can show multiple pieces of evidence dating back at least one year with the shared address.
I assume you are asking about a new work permit? If so, then to the best of my knowledge this application would need to be submitted as an outside of Canada application.
It is possible if some sort of security issue or misrepresentation is identified during the PR process that wasn't identified during the claim. It's rare but it does happen.
This thread deals with the Start Up visa program. There really isn't scope for this through this program unless someone was proposing a truly innovative approach to the business. A normal car wash won't cut it.
