    You'll want to try to justify your program choice through an LOE. Make sure you pick a decent school. If you select a lower tier school then it will increase the chances that IRCC will think your primary driver is not education.

    They've had a similar rules in place in the US as far back as I remember. Onus is on the applicant to gather enough evidence to prove the residency days. If they can't get sufficient evidence, they are SOL.

    Normally it takes IRCC a few weeks to a few months to process these types of changes. But shorter is possible too, although more unusual.
