    I don't agree that it's true that all forms of PR are subject to quotas or caps annually. But that's a separate discussion. As far as we can tell, it IS true for Quebec spousal sponsorships.

    I have not done visitor visa recently, although I did it long ago and it wasn't an issue. The instructions will say what is required. If you apply for sponsorship from abroad and wait until AOR, you'll include info about the AOR for sponsorship and (I think) refer to family reunification policy.

    No, but when did you get PR? If you became a PR after your time in Malaysia, you may not need the PCC.

    If you are a PR, you must apply from within Canada. And remain in Canada throughout the process (short trips ok). She can apply for visitor visa before but may get refused / higher likelihood of refusal than with the AOR. If you're a Cdn citizen - fine, can apply abroad.
