    I would still expect that some action will be taken to address the backlog of cases. The volume of cases in the backlog is not manageable given current processing methods. The focus on minimizing the number of new cases is more urgent so it makes sense to focus on this first.

    At over 50 even with French the chances of securing PR are very low. Many younger people are also learning French. Your mother’s CRS score is too low for OINP even if they have a draw. Your mother really needs to have a plan B including returning home.
