    Someone else said the same thing. I don’t believe it was a factor, conspiracies of that kind don’t stay quiet. Plus, I don’t believe newly minted citizens race to vote. That said, the change in pace does seem to be real and I don’t have an answer for why.

    I’m not sure how they will count your time before the PR, generally it’s 50% credit but that may have limits. Either way, if their calculations say the earliest for you is Aug 28th then I would wait for another 30-60 days (I.e. Oct 28) before applying. Having some cushion for miscalculations...
