    You can apply now provided you have at least one CRA NOA that shows you meet LICO. I'm not sure what you mean by dummy insurance. You need to purchase the insurance policy before submitting the application.

    Technically just an OWP and not a SOWP. SOWPs apply in instances where the primary partner is in Canada temporarily on a study permit or work permit. I'm sure someone will be able to assist. Just give it some time for the right people to read your message.
