    Permanent Residency

You are fine to return to your home country. Just make sure you don't get married or become common law before you have PR. Once you have PR, you will have to meet the residency obligation in order to keep your PR status. At that point staying outside of Canada for 3 years will be too long. I...

    Quebec Parents & Grandparents Program(PGP)

The CSQ is not what makes it take longer for Quebec. What makes it take longer is that Quebec has caps in place for how many PR visas they will allow to be approved annually. Expect a significantly longer wait than other provinces.

    PGWP Expiring

Complete your language test asap. How many points will you have under EE with the year of Canadian work experience? This may still not be enough to be selected. Talk to your employer about doing an LMIA and switching to a closed work permit. That is the best option by far.

    Supervisa renewal from inside Canada

An extension only allows her to remain in Canada longer, not to re-enter Canada. There is no way to guarantee she will be allowed to re-enter Canada. That is always up to CBSA.

This generally means security and background check are still in progress or even not started. Background and security checks where China is involved tend to take quite a bit longer. I would prepare yourselves for a bit of a wait and be happy if you have a decision by August.

Can I sponsor my sister even if she is a temporary resident in Canada?

There is no issue but keep in mind that processing times are long and submitting the application does not give her maintained status in Canada. So she will need to find a way to keep her status legal independently. I assume both of your parents are deceased.
