    You must inform IRCC about the change of health condition. No the dependent can’t land before or without the primary applicant. There are also no ways to extend COPRs.

    You are essentially waiting your turn for landing as GCMS notes suggest. There is always a PR quota/target even for spousal sponsorship especially for Quebec. When did you apply for sponsorship? Would look at posts under Quebec immigration for other’s timelines but it tends to be years.

    Could be a problem because your previous attempt to move to Canada and the fact that you are trying to visit a partner. Nobody can determine whether you will be approved or not. Do you have a valid TRV already and when does it expire?
