    Yes, I know you are not a protected person. The COI is issued to people who are stateless or unable to obtain a passport from their home county. Regardless, you can't apply now. You have to wait for PR.

    Ah - got it. I didn't realize you were stateless. Unfortunately there's nothing you can apply for now. Since you are an H&C applicant, the RTD doesn't apply to you. You will need to wait until you have PR and then apply for the COI.

    Can you give a link for that? To the best of my knowledge the RTD is only available to refugee claimants who have been accepted as a protected person. I'm not aware of a travel document that is available with H&C AIP.
