    Generally this isn't sufficient and you can expect IRCC to request additional evidence that she is actually residing in Canada such as employment records, property ownership / rental, etc.

    The rules changed a couple of years ago to allow outland applicants to apply for an OWP provided they are physically in Canada and have AOR. This is a well established rule now and lots here have done just that. I'll see if I can find a link later of the rules change being announced. But again...
