Common-law and married to the same person

See the details on the IRCC website. It should be easy for you in you have been living together for three years and can show multiple pieces of evidence dating back at least one year with the shared address.

Is the employer willing to go through the LMIA process? They need to start now. Note that the job needs to be full time.

Asking for a friend (PGWP Holder)

I assume you are asking about a new work permit? If so, then to the best of my knowledge this application would need to be submitted as an outside of Canada application.

approved at the hearing, only to have their PR application rejected later?

It is possible if some sort of security issue or misrepresentation is identified during the PR process that wasn't identified during the claim. It's rare but it does happen.

    Start up - Businesses

This thread deals with the Start Up visa program. There really isn't scope for this through this program unless someone was proposing a truly innovative approach to the business. A normal car wash won't cut it.

Is There Still Hope for Express Entry or Nomination? Chemical Engineer with 8 Yrs Experience

PNP likely isn't an option without a job offer in Canada. For Express Entry, I don't think you would have enough points to be selected. As you said, it's more competitive now than when you originally applied. Learn French to a CLB7 level to increase your score and also qualify for the French...

unemployed while waiting for PR processing.. a question

IMO the risk you are running is that IRCC will say he no longer has a job offer given you've had to suspend employment. If IRCC decides he no longer has a valid job offer, I expect this would impact PR being granted.

Statutory Declaration of Common Law Union

Ah - you are fine in that case. 100% agree the bank accounts don't have to be joint. They just need to show the shared address for 12+ months.

Statutory Declaration of Common Law Union

What else do you have that shows the 12 months? Generally you want to have more than just the lease agreement (i.e. several pieces of evidence that show the 12 months). I'm not sure you can say yes on the statuatory declaration if your bank statements and insurance don't go back the full 12 months.

Asking for a friend (PGWP Holder)

If the visitor record is approved, then she submitts the PR applicaiton. She would continue to have visitor status in Canada. If she wants to be able to work she needs a job offer from an employer and an approved LMIA or an LMIA exemption supported by the employer.

Applying for Study Permit while PR application is open

A rejection will not hurt the PR application unless there is misrepresentation and a misrepresentation ban.

Statutory Declaration of Common Law Union

Yes, your evidence of common law needs to date back 12 months.

H&C Humanitarian Ground with/or Without Failed refugee claim

Based on the PRRA appeals I have seen, having an H&C application in progress is generally not a reason for a stay of removal unless a decision in that application is imminent.
