New PR card if passport number changes?
You don't need to apply for a new PR card if you renew your passport. Simply travel with your PR card and new passport once you get it. I don't think PR card and passport is linked , even so this won't cause any issues when you board the flight to Canada.- raynadukkandy

It will be tricky. You can try applying for OCI, but it would be handled depending on the reason why you applied for refugee in Canada in the first. This is because India claims that there's no basis for Indian citizens to claim refugee abroad since India considers itself to be a safe country...- raynadukkandy
