    I think the info on the email that refers to 2-3 business days is that you (apparently) need to wait a few days after the ceremony before using the certificate to apply for a passport. Of course it might be that there is more than one period to wait after and we're not referring to the same thing.

    I would NOT suggest playing games with this. If you move, move. Amongst other things, because it would change your tax residence and health insurance, etc., you would become liable for potential penalties on those points. And if IRCC checked, they would likely kick you back to the quebec queue...

    The reports on here so far have been quite positive - much easier, can do from home (except for getting photograph done), submission easy (online), and I think those who did it got passports 7-15 days after. And they don't require a guarantor. I don't know if that's a guarantee for delivery...

    If you were to do this, you'd need to change your address and some IDs and utilities for example to submit.
