    What NOC? That is likely the issue. AIP is prioritizing certain NOCs and given them the majority of the small quota. Would suggest working towards other options, increasing your score, learn French, etc.

    If the complications were in the past wouldn’t be considered as a medical reason now. Your wife does have a spouse in Canada so does have support already so she is not alone. Grandparents in this case are just additional support not main support.
