    Would add that in many provinces/boards you also would be required to pay tuition as an international student if mother has not obtained a WP. In this situation all that matters is that the mother’s status not yours. The child is a dependent of the mother not your family in immigration terms.

    Would add you need to get rid of your home in Quebec. Would be best if you could be added to a lease for housing in Ottawa. Given that Ottawa/Hull/Gatineau is essentially considered greater Ottawa for employment working in Quebec won’t be an issue. In other cases it would.

    There is just a very long queue waiting for P1 and a small quota. IRCC allocates a certain number of P1s per month or they would have all been gone in January probably. There is a large pool of applicants and a smaller quota. It is purely a math issue.

    It likely depends on the details of your file. Certain people are experts in certain regions/reasons for asylum so processing is often allocated based on the specifics of a case.

    Is your mother still alive and does she have a visa? Step-parents usually are considered the dependent of a family member. If the biological parent passes things get a lot more complicated or not possible when it comes to supervisa, PGP, etc.
