    It can sometimes take upto 48 hours to receive the ITA. Wait till you cross the limit, also cross check if your EE profile shows 481.

    As the amount of your import is > $800, yes, you'll have to pay duty on it. I was recently reading CBSA's import guidelines and it looked like even if we aren't importing >$800 in item value, we still have to declare. The 2nd landing doesn't really matter.
