    She isn't a Canadian PR. One becomes a PR when they are landed here(either virtually, for in-land applicants) or physically(for outland applicants).

    If IRCC has requested, there's no point in speculating, just go ahead and give it. I have seen some cases where biometrics were taken a total of 3 times too. If the biometrics are unclear IRCC will ask you again. This very very rarely happens though.

    You can withdraw the funds, but you should be able to explain if were questioned during the landing about the funds. Usually, I've never seen this questioning happen with anyone, but in case if it did, you should be very convincing about the fluctuations.
