I do not have the experience, but they may need to also pay out of pocket to visit a doctor and get a local prescription before going to a pharmacy to get the medication.

The 2 instructions mean separate things.
1. you need to be listed in your father's IMM 5406
2. Since you are a) a citizen and b) not a "family members 18 years of age or older" whose being sponsored by yourself, you do not need to have your own IMM 5406 filled out.

You cannot leave out the father in law in the application process. He can be include in non-accompanying. As long as the mother in law and father in law are married they all need the pass the medical exam, police and security check He doesn't need to land (no need to pay his landing fee) but...
You need to doubt check to make sure it's not considered social assistance/welfare. If it's considered as welfare, they can still apply for it but YOU need to pay them back.

H&C cannot be applied from outside of Canada.
If you currently do not have a visitor visa (and require one to re-enter), the chance of getting a visitor visa approved AFTER you file H&C and leave Canada is low.
The resume for family sponsorship is very different from one for economic immigration streams. IRCC is not using the resume to evaluate the skills of the applicant, instead they are using it as part of the background check.
