    I believe you missed the point in this that it seems to be about a dependent child *OVER* age 21. By standard IRCC approach, children over 21 are not dependants and cannot be sponsored. To extent there are exceptions - by definition exceptional and rare.

    As far as I'm aware a week of silence for the regular passport program is normal, too. Seems expectations went from "hope I get my passport in a couple months" to "what, it's been 24 hours and no confirmation it's been printed yet" very quickly.
