    I think the info on the email that refers to 2-3 business days is that you (apparently) need to wait a few days after the ceremony before using the certificate to apply for a passport. Of course it might be that there is more than one period to wait after and we're not referring to the same thing.

    I would NOT suggest playing games with this. If you move, move. Amongst other things, because it would change your tax residence and health insurance, etc., you would become liable for potential penalties on those points.
