    I dont think so. I believe proposed changes were similar to the plan of the previous government which is to fast track refusal at eligibility stage. That is where authority of IRCC lies. Once claim is referred to IRB, it will be entitled to due process.

    No it is not unusual case and it is about refused H and C, it is clearly mentioned in the first paragraph. TDR is stated in the context that the applicant will be in limbo in Canada as he is not eligible for PRRA.
