    I think long term residence in Canada is element to consider, but not a decisive factor in itself. More important factor is if the applicant had returned to his/her country during long term stay in Canada (reavailment). Also, if applicant belongs to particular group, or comes from stable country.

    It depends on province in which you applied and your country of origin (some claims from unstable countries are fast tracked). I heard it is faster in the western region (BC, AB, SK, MB). Still, it can take anywhere from 6 months to 2years.

    I agree with Canuck. If you look at refugee claim statistics from RPD, you will clearly see high approval rate for all unstable and war torn countries, and rarely if any refusal. This is unlike H and C which is not guaranteed and largely depend on the officer.

    We are currently seeing a significant uptrend in volume of H and C applications, and drop in number of refugee claims. I think IRCC needs to be releastic in target immigration numbers, especially with 5 million people whose permits gonna expire in 2025.

    I think automated phone message transferring to agent immediately after entering application number for H and C (before AIP) most likely means refusal or return of the application. With AIP, you will hear ordinary message because application is still being processed for second stage.
